Finance work is not one job. VadoRail organises AI workers around defined financial roles, each operating within the same governance, permissions and evidence model as a person — proposing and preparing work, never approving it.
Purser
Prepares payables: matches invoices to purchase orders and receipts, flags duplicates, and assembles what an approver needs to decide.
It stops, and a named person decides.
A worker prepares, matches, investigates and explains. It does not approve a payment, publish a policy, resolve a case or release value. Those remain human decisions under ShieldOS, and the evidence records which was which.
The handoff is the product, not the failure case. A worker that assembled the context, matched the documents and found the discrepancy has done the expensive part; the decision was always going to be a person’s.

A worker assembles what an approver needs and hands it to Operate. ShieldOS still governs the decision, a person still approves it, and Evidence still records which was which. The workforce makes the work ready, not authorised.
